In Usine in the setup, you activate VMidi 2 as input , right clic on it in the device panel and choose " receive time clock" now Usine will have the same tempo than reaper

if that's just an audio track you have to determine the tempo somehow. usine has some analysis tools to grab that
you also might be getting along with just the tap.
