Multiple pop up or toolbox windows?

Is it hard to made several pup up windows like toolbox? Pop up module appears only inside hollyhock window, but i would like to have several windows on whole screen? It would be very handy to arrange my workspace. Maybe it is interesting for those who use multiple monitors too. we could also make some marks on desktop by changing background wallpaper
