I think that one it a bit overdue. Since there is no default master rack to where all other racks are routed by default, we have to either route every rack (and every time new rack is made) to one that we manually consider 'master' rack, or modify Stereo Out device patch to insert any global effects or mastering.
Both are problematic: one is tedious (and also dragging rack to other rack's input is quite challenging if it's too far away and you have to scroll at the same time) and the other is ignored in recording and also the patch persists above all workspaces (which is both bad and can be useful).
Master track would solve both problems with snapshots, so we could recall different mastering/fx setups from rack itself, and all new racks would be routed through this master rack.
