The ''AU PitchShift'' is a good one on Mac OSX. I work with it a lot and it make a good job.

pitchproof might be good? It's free also, so worth trying.
AudioDamage discord can run as low as a 32 sample buffer, so that might be worth a look too. Guitar rigs pitch shifter runs as low as 3ms it seems. PSP N2O with 4 pitch shifters running isn't reporting any latency in bitwig for whatever that means...
I'm not sure there is any decent pitch shifters that don't have some latency, but I could well be wrong.

I guess that the problem with pitchshifting is the non predictability of real time processing.
For changing a frequency of a note, the plug-ins needs to know the fundamental of all harmonics.
If you play an E on your guitar, the fundamental is 82Hz, the time for one wavelength is around 12ms.
I think, that plug-ins can manage with half or maybe a quater of the wavelength, but you can easily understand that you can't go very low in latency if you want pitch some low note. So I thing better the pitchshift is, higher the latency is.
Maybe someone could give a better explanation, or correct me if I'm wrong.
I use often GuitarRig. For cheaper stuff, Octave Shiffter 2 wich is free....
