patch activation (border highlighted) in a track

Hello,
It's a long time I want to ask this :

I have a track dedicated to midi, in "all" mode, with 2 patches that need to be active at the same time : 1 patch for program change, 1 patch for control change. Changes are made through switches inside these patches, that are activated with my pedal board (midi learn), and then create midi messages.
My trouble is if the patch is not selected (highlighted) the switches don't react.
I really don't understand why in "all" mode the patches are not all receiving midi in...

Check in the global setup/midi in that all patch of the rack option is ON
